An independent investigative committee established by the Federal Government has concluded its inquiry into the tragic deaths of detainees in Niger State, recommending the prosecution of culpable officers and a compensation package totaling N1.4 billion for the victims' families and survivors. The committee's findings were presented to the Minister of Interior, Olubunmi Tunji-Ojo, on Tuesday.

The investigation was prompted by the deaths of detainees held by the Nigeria Security and Civil Defence Corps (NSCDC) during operations against illegal mining activities in the state. The incident, which occurred between September 16 and 17, 2026, has been described as a preventable custodial tragedy, with the committee attributing the fatalities to severe overcrowding, poor ventilation, and neglect of distress calls from detainees.

Committee chairman Jonathan Kure stated that 33 deaths were authenticated, with 14 of the deceased being minors. Initial reports had suggested a higher death toll, but the committee verified the number through interviews and a review of various records. Medical evidence indicated that the deaths resulted from environmental asphyxia, a condition exacerbated by the appalling detention conditions.

Kure highlighted that detainees were crammed into a cell measuring only 20 square meters, with inadequate ventilation, no running water, and insufficient food and drinking water. Witness accounts revealed that detainees had repeatedly called for help as conditions worsened overnight, yet officers failed to respond.

The committee's report also criticized the NSCDC for conducting the operations without proper planning or oversight, leading to unlawful detention practices. It found significant leadership failures within the NSCDC, particularly pointing to the actions of the state commandant, who authorized the operation without necessary approvals and later misattributed the deaths to a disease outbreak.

In addition to recommending prosecution for murder, criminal negligence, and torture, the committee called for administrative sanctions against officers whose failures did not amount to primary culpability. The compensation plan includes N30 million for each of the 33 bereaved families and N10 million for each of the 41 survivors, along with educational and psychological support for the affected families.

The committee emphasized the urgent need for a comprehensive overhaul of the NSCDC, advocating for improved detention facilities, enhanced emergency medical responses, and better human rights training for personnel. Kure stated, "The investigation has established that the death of 33 detainees, including 14 minors, was entirely preventable."

Minister Tunji-Ojo assured that the report would be forwarded to the Office of the Attorney-General for judicial action, emphasizing the government's commitment to ensuring justice. He noted that the administration would not treat the incident lightly and would take necessary steps to implement reforms within the NSCDC.

However, the investigation was not without controversy. Committee member Deji Adeyanju raised concerns about the alleged removal of a significant section of the report before its presentation. He called for transparency and the restoration of the missing part, although he later confirmed that the content was included in the main report.

The committee's findings highlight a grim reality of the conditions faced by detainees in Nigeria, underscoring the urgent need for reform within the custodial system to prevent such tragedies in the future.
