The Independent National Electoral Commission (INEC) is facing a funding shortfall as it prepares for the 2027 general elections, scheduled for January and February. With only five months remaining until the polls, the commission has confirmed that it has not yet received the full budget of ₦873.78 billion proposed for the elections.

Victoria Eta-Messi, the Director of Voter Education and Publicity at INEC, revealed in an interview with the Nigerian Tribune that only a portion of the funds has been disbursed to the commission. She noted that the commission had received 60% of the required budget, leaving a significant amount still outstanding. This delay raises concerns about the commission's ability to conduct the elections effectively.

According to Section 3(3) of the Electoral Act 2026, funds allocated for any general election must be released to INEC no later than six months prior to the election date. The upcoming elections include the Presidential and National Assembly elections on January 16, 2027, followed by the Governorship and State Assembly elections on February 6, 2027.

The budget breakdown indicates that a large portion of the funds will be allocated to various operational needs: ₦375.75 billion for election operations, ₦92.31 billion for administrative costs, ₦209.21 billion for technology, and ₦154.90 billion for capital expenditures. An additional ₦41.01 billion has been set aside for miscellaneous expenses.

INEC Chairman, Prof. Joash Amupitan, has previously emphasized the need for reforms to ensure the commission's financial autonomy. He suggested that funding should be sourced directly from the Federation Account to alleviate the constraints posed by the current budgetary system. This proposal is part of ongoing discussions aimed at enhancing the operational efficiency of the commission.

In a tweet from July 28, 2026, Amupitan reiterated the necessity for constitutional and electoral reforms, highlighting that the existing first-line charge arrangement does not fully protect INEC from the limitations of the annual budget process. He pointed out that the cost of conducting elections has significantly increased, and the commission is also responsible for managing pre-election and post-election litigations.

Amupitan has also called for improved welfare packages for INEC staff to retain skilled personnel and ensure efficient operations. He noted that competitive remuneration is essential to prevent experienced staff from leaving due to inadequate pay.

As the election dates approach, the urgency for INEC to secure the remaining funding becomes critical. The commission's ability to conduct free and fair elections hinges on adequate financial support and operational readiness, underscoring the importance of timely budget releases and necessary reforms.
