Bayelsa Government Approves New Allowances for University Staff Amid Ongoing Strike

The Bayelsa State Government has taken a significant step towards addressing the demands of the Academic Staff Union of Universities (ASUU) by approving the implementation of the Consolidated Academic Tools Allowance (CATA) and the Consolidated Non-Teaching Tools Allowance (CONTTA) for staff at its three state-owned universities. This announcement was made by Deputy Governor Dr. Peter Akpe during a meeting with ASUU leaders on Friday at the Government House in Yenagoa.

Dr. Akpe revealed that the approval came after a resolution from the state House of Assembly, which was communicated to Governor Douye Diri for consideration. The financial implications of these allowances are substantial, with an estimated cost of N500 million monthly across the universities. The state government plans to start disbursing these funds by October 2026, with a total wage increase of approximately N2.25 billion expected to be paid out, including arrears for the wage award, which will be addressed in the 2027 budget.

In his remarks, the Deputy Governor emphasized the administration's commitment to maintaining a positive relationship with organized labor, stating that both the executive and legislative branches of government have collaborated to meet ASUU's demands. He encouraged the union to consider ending its ongoing indefinite strike, emphasizing the need to prioritize students' education and restore normalcy in academic activities.

Dr. Akpe noted, "His Excellency, the Governor does not want any kind of fracas or friction with labor. So, he has graciously approved..." He further explained that the decision to approve the allowances was made despite facing some intimidation from the union, indicating a desire to foster goodwill and cooperation.

The Deputy Governor assured ASUU that the government had adequately budgeted for the payment of outstanding arrears, which he described as a crucial step in resolving the ongoing industrial action. "We have met most of, if not all of your demands. And so, let’s now allow normalcy to return to our universities," he urged.

Following the meeting, ASUU representatives expressed their appreciation for the government's efforts. Prof. Stanley Ogoun, the immediate past Zonal Coordinator of ASUU, and Dr. Oyinkepreye Bebeteidoh, Chairperson of ASUU at Niger Delta University, commended the government's responsiveness to their concerns. Bebeteidoh stated that the three ASUU chairpersons would convene congresses in their respective chapters to discuss the government’s latest offer, which he described as impressive, while also stressing the importance of adhering to due process before making any decisions regarding the strike.

This development marks a potential turning point in the ongoing negotiations between the Bayelsa State Government and ASUU, as both parties work towards a resolution that benefits the academic community and students alike.
