Court mandates CBN to reveal Police Service Commission account details in pastor's case
A Lagos court has ordered the Central Bank of Nigeria to disclose account details of the Police Service Commission linked to a pastor's wife's death.

The Federal High Court in Lagos has directed the Central Bank of Nigeria (CBN) to provide comprehensive account details of the Police Service Commission (PSC) in relation to a N100 million damages judgment stemming from the alleged killing of a pastor's wife. This ruling was issued by Justice D.I. Dipeolu on September 25, 2026, under Suit No. FHC/L/CS/1509/2017.
The case centers around the tragic incident involving Comfort, the wife of Pastor Godwin Udoh of the Full Gospel Church of God, who was reportedly shot dead by a policeman believed to be intoxicated. The incident occurred on September 15, 2015, as Pastor Udoh was returning home with his wife and children after a church program. During the shooting, Pastor Udoh was also injured, sustaining a permanent dislocation of his jaw due to a bullet wound. The violence reportedly erupted after the pastor refused to pay a N2,000 bribe at Ijegun Bus Stop, situated between Ejigbo and Abaranje communities.
While the criminal proceedings related to the shooting are still ongoing, the same court had previously awarded N100 million in damages to Pastor Udoh and his four children—Mary, Blessing, Abraham, and Elijah—on May 20, 2020. In addition to the damages, the court ordered the payment of N30,000 in costs. Following the judgment, the Udoh family secured a garnishee order nisi to attach funds belonging to the PSC held by the CBN.
In the latest development, the court's order for the CBN to provide a detailed account statement was prompted by the applicants' dissatisfaction with the bank's previous disclosure, which revealed only a single account with a zero balance and no transaction history. The Udoh family contended that this information was inadequate, especially given that the PSC is a federal agency that receives budgetary and operational allocations.
The CBN opposed the motion, claiming it had already complied with the court's initial order by submitting affidavits regarding the PSC's account status. The bank argued that the applicants had not provided specific evidence of any undisclosed accounts, suggesting that they were merely seeking to explore the bank's records without justification.
Justice Dipeolu, however, rejected the CBN's stance, expressing disbelief that a significant entity like the PSC could maintain an account with a zero balance. The judge emphasized that the previously disclosed account details were insufficient to reflect the PSC's budgetary allocations and expenditures for the relevant period. Consequently, the court mandated the CBN to file a comprehensive statement of the PSC's accounts across all pertinent Treasury Single Account platforms, underscoring the need for transparency in the matter.
