The Bureau of Public Service Reforms (BPSR) has officially inaugurated four Inter-Ministerial Task Teams designed to advance institutional reforms and enhance service delivery within Nigeria's Federal Public Service. This significant development was announced by the Director-General of BPSR, Dr. Dasuki I. Arabi, during a ceremony held in Abuja on Monday.

The newly formed task teams will tackle four critical assignments aimed at institutionalizing public service reforms. These include the review and production of the Compendium on Public Service Reforms in Nigeria for the period 2023–2026, the formulation of the National Strategy for Public Service Reforms for 2025–2030, the development of tools and guidelines for establishing federal government agencies, and the creation of an oversight framework for governance and compliance monitoring in various ministries, departments, and agencies (MDAs).

Dr. Arabi emphasized that these initiatives align with the Federal Government's comprehensive approach to improving service delivery. He noted that the compendium, which marks the fifth edition produced by the BPSR, will document various reform initiatives, their achievements, challenges faced, and proposed future steps from 2023 to 2026. He urged the task teams to adopt a thorough and evidence-based method in documenting these reforms, highlighting that the compendium should serve as more than just a list of government activities.

"The Compendium should not merely be a catalogue of activities. It should provide a clear account of the rationale for each reform, the policy and institutional framework underpinning it, implementation status and measurable achievements, challenges and constraints encountered, lessons learnt and good practices, impact, where evidence is available, and proposed next steps," Arabi stated.

In discussing the National Strategy for Public Service Reforms, Dr. Arabi pointed out that a review was necessary due to an assessment of the previous strategies' implementation. He indicated that the new strategy aims to create a unified vision and long-term framework for public service transformation, addressing gaps identified in earlier phases.

The strategy will focus on several key areas including institutional and governance reforms, human capital development, digital transformation, public financial management, and citizen-centered service delivery. Dr. Arabi stressed the importance of ensuring that the strategy becomes a practical guide for reform implementation rather than just a theoretical document.

The development of guidelines for creating new federal agencies is intended to establish a systematic process for determining the necessity of new institutions. This initiative will consider various factors such as alignment with national priorities, governance arrangements, and sustainability.

The oversight framework being developed will provide guidance on governance structures, board evaluation, compliance, and accountability, promoting continuous improvement linked to measurable institutional performance.

Dr. Arabi called for collaboration among task team members and extensive consultation with MDAs, professional bodies, development partners, and civil society organizations. He assured that the BPSR would facilitate necessary coordination and provide technical support throughout the process.

The initiatives aim to fortify the institutional foundations of Nigeria's public service, ultimately contributing to improved governance and service delivery. Stakeholders have expressed optimism about the federal government’s commitment to repositioning the BPSR, with calls for empowerment and adequate resourcing of institutions to ensure effective functioning and a lasting culture of reform.
