The announcement was made by Nancy-Ninette Mutoni, the spokeswoman for Burundian President Evariste Ndayishimiye. She stated that the agreement stipulates that Burundi will only accept individuals who are not facing criminal prosecution or suspected of terrorism. This measure aims to ensure the safety and security of both the deportees and the local population.

The agreement is part of a controversial initiative where the US has reportedly offered financial aid to countries willing to take in deportees. An investigation conducted by AFP revealed that the US has been leveraging aid, which amounts to millions of dollars, to encourage compliance from these nations. Burundi, classified as the world’s poorest country by the World Bank, has been struggling with significant economic challenges, including recurring fuel shortages. Mutoni emphasized that the government is making "meticulous preparations" to accommodate the incoming deportees, although no specific timeline has been established for when this agreement will be implemented. The preparations include arranging housing, basic needs, and integration with the local communities.

However, this agreement has raised serious concerns among human rights advocates. A group of independent United Nations experts recently condemned the US's practice of deporting individuals to third countries, citing that such actions could lead to severe human rights violations, including torture and trafficking. They urged all involved nations to cease these arrangements, highlighting that many of the countries accepting deportees are already facing their own crises, including conflict, poverty, and displacement.
