President Bola Tinubu's three-week vacation in Europe, coinciding with Vice President Kashim Shettima's attendance at an African Union summit in Angola, has raised significant concerns about leadership continuity in Nigeria. Security expert Dr. Kabir Adamu has highlighted the implications of both leaders being outside the country at the same time, especially regarding the nation's preparedness to respond to emergencies.

The Presidency announced Tinubu's departure from Abuja, with London as his first destination, but did not clarify whether he would formally transfer presidential powers to Shettima or any other senior official during his absence. Under Nigeria's Constitution, a president can transmit a written declaration to the Senate President and Speaker of the House of Representatives, allowing the vice president to assume executive functions temporarily. However, Tinubu has not followed this practice since taking office in May 2023, a departure from his predecessor Muhammadu Buhari, who routinely delegated authority during extended trips abroad.

Dr. Adamu, CEO of Beacon Security and Innovations Limited, expressed that the simultaneous absence of both leaders should be viewed through the lens of national security and governance. He noted that while the Constitution does not explicitly prohibit such absences, it raises critical questions about the government's ability to respond to unexpected crises. "In the theatre of statecraft, symbolism and prudence often carry as much weight as written law," he stated.

The expert emphasized the potential for a leadership vacuum during emergencies, which could complicate decision-making processes. He pointed out that natural disasters, civil unrest, and terrorist attacks could occur without warning, making it essential for the highest political authority to be accessible at all times. Adamu remarked, "When both the President and Vice President, or their equivalents, are out of the country at the same time, it sends a troubling signal: that the cockpit of the state is temporarily unmanned."

Moreover, the security implications of this absence cannot be overlooked. Adamu warned that hostile entities might perceive the lack of top leadership as a sign of institutional weakness, potentially leading to attempts to exploit perceived vulnerabilities. He cited international practices where countries avoid having their top leaders travel together to ensure that a senior authority remains available domestically during crises.

The political optics of the situation also play a crucial role. With the Nigerian populace grappling with economic challenges and security threats, the absence of both leaders could foster a sense of detachment among citizens. Adamu noted, "In democracies especially, perception is policy," underscoring the need for visible leadership.

He called for Nigeria to establish clearer protocols regarding the simultaneous foreign travel of the president and vice president. Such guidelines could be developed through executive orders, legislation, or constitutional reform, aiming to ensure that a constitutionally empowered authority is always present to make urgent decisions on behalf of the nation.

Ultimately, Adamu's insights highlight that while the absence of explicit constitutional restrictions exists, the necessity for caution and established protocols is paramount. He concluded, "In times of uncertainty, even symbolic absence can be a dangerous luxury," emphasizing the need for a robust leadership framework that fosters trust between the government and the citizens.
