The United States Citizenship and Immigration Services (USCIS) has issued a new policy regarding the implications for foreign nationals who fail to attend scheduled appointments related to their Certificate of Citizenship applications. This guidance specifically addresses applicants using Form N-600, which is essential for individuals seeking formal recognition of their US citizenship through birth or parental lineage.

Under the updated policy, applicants are required to attend an Application Support Centre (ASC) appointment to provide biometric data, including photographs and signatures. If an applicant does not show up for this appointment without a valid excuse, USCIS may classify the application as abandoned and subsequently close the case. To contest such a decision, applicants must file Form I-290B, also known as the Notice of Appeal or Motion, to request the reopening of their case.

The USCIS policy also clarifies the process for applicants residing outside the United States. Those applying from abroad are required to submit two passport-style photographs with their application but will not be scheduled for an ASC appointment. Additionally, the agency has confirmed that information from N-600 applications will not be sent to the FBI for background checks, which differentiates this process from other immigration application types.

A significant aspect of the new policy is the provision that protects military personnel. Members of the US armed forces who are stationed or deployed outside the country are exempt from abandonment rulings due to missed appointments. This exception acknowledges the unique challenges faced by service members who may be unable to attend scheduled appointments due to their military commitments.

In a related development, USCIS has previously announced eligibility criteria that allow certain foreign nationals to qualify for US citizenship in as little as three years, rather than the standard five. This expedited process is available exclusively to permanent residents who are married to US citizens throughout the application period.

The updates from USCIS underscore the importance of attending scheduled appointments and the potential consequences of failing to do so. Foreign nationals seeking citizenship must remain vigilant about their application timelines and requirements to avoid complications in their pursuit of US citizenship.
