Alleged ISWAP Ransom Negotiator Samaila Kaigama Remanded Ahead of Trial
Samaila Kaigama faces multiple charges related to terrorism and ransom negotiations.

Samaila Ibrahim Kaigama, an alleged negotiator for the Islamic State West Africa Province (ISWAP), has been remanded at Kuje Correctional Centre following his arraignment by the Department of State Services (DSS). The remand comes after a Federal High Court hearing in Abuja, where Justice Ibrahim Salim set the trial date for November 13, 2026.
Kaigama is facing a total of seven charges, including aiding terrorist activities and engaging in ransom negotiations. The prosecution, led by the Director of Public Prosecutions of the Federation, Oyedepo Rotimi, SAN, presented an amended charge sheet detailing the allegations against him. Kaigama pleaded not guilty to all counts.
The charges against Kaigama include serious offenses under the Terrorism (Prevention and Prohibition) Act, 2022, and the Cybercrimes (Prohibition, Prevention, etc.) Act, 2015. Notably, one of the charges alleges that he established unauthorized communication with ISWAP members and facilitated ransom negotiations, which is considered a direct aid to the terrorist group.
In addition to aiding ISWAP, Kaigama is accused of failing to report critical information regarding the group’s activities, receiving ransom payments that he knew would fund terrorism, and soliciting contributions from victims' families. The prosecution highlighted that he allegedly communicated with these families through platforms like WhatsApp and Facebook, requesting payments to be forwarded to the terrorists, resulting in significant financial losses for the victims.
The court proceedings saw the DSS request for Kaigama to be held in custody pending trial, emphasizing the need for an expedited process due to the gravity of the charges. Although Kaigama’s legal counsel, Chris Abengowe, attempted to file a bail application, it was not entertained as the basis for the request was deemed insufficient. The prosecution indicated plans to counter the bail application, further complicating Kaigama’s situation.
Justice Salim’s ruling to remand Kaigama reflects the ongoing efforts by Nigerian authorities to combat terrorism and its associated crimes. The upcoming trial is expected to draw significant attention, given the serious nature of the allegations and the implications for national security.
As the case unfolds, it highlights the challenges faced by law enforcement in addressing the complex issues surrounding terrorism financing and the legal ramifications for those involved in such activities.
