The Nigerian Communications Commission (NCC) has unveiled plans to enhance collaboration with the Nigeria Customs Service (NCS) to combat the influx of non-compliant mobile devices into the country. This initiative aims to ensure that devices entering Nigeria meet regulatory standards, with a warning that any device failing to comply may be blocked from accessing telecommunications networks.

In a notice issued on October 19, 2026, the NCC emphasized the responsibilities of manufacturers, importers, distributors, dealers, and retailers under the Nigerian Communications Act of 2003, as well as the Type Approval Regulations and Business Rules established in 2024. The commission reiterated that all mobile device models intended for importation, assembly, distribution, or sale in Nigeria must secure the necessary type approval.

The NCC's directive is grounded in Section 132 of the Nigerian Communications Act and Regulation 4 of the Type Approval Regulations. As part of the compliance process, stakeholders including Original Equipment Manufacturers (OEMs) and Original Device Manufacturers (ODMs) are required to submit the International Mobile Equipment Identity (IMEI) information of devices for verification through approved channels before these devices can be sold or distributed.

Moreover, the NCC has instructed distributors and retailers to inspect their existing stock and collaborate with suppliers to address any compliance issues. Newly imported devices must also meet the required approval and verification standards prior to being made available in the market.

To facilitate enforcement, the NCC plans to leverage technology for enhanced monitoring and verification processes. This automated Type Approval Compliance initiative is designed to bolster the commission's oversight of devices entering the Nigerian market and to identify any irregularities in their importation and distribution.

The NCC has engaged with manufacturers, importers, and relevant industry associations to clarify the new requirements and encourage compliance. Businesses needing assistance have been directed to utilize the NCC's approved onboarding and support channels.

As the initiative progresses towards full implementation, the NCC warns that devices failing to meet the stipulated requirements may be restricted from accessing mobile telecommunications networks in Nigeria. This move is intended to safeguard consumers and ensure that businesses adhering to regulatory standards are not disadvantaged by those that do not comply.

Stakeholders are encouraged to visit the NCC's website for further guidance and support regarding compliance with the new regulations.
