Maritime experts are calling on Nigerian authorities to expedite preparations for the impending implementation of the autonomous shipping regime, mandated by the International Maritime Organisation (IMO) by January 1, 2032. This significant transition, governed by the Maritime Autonomous Surface Ships Code (MASS Code), aims to revolutionize maritime operations by allowing vessels to be controlled remotely with minimal human involvement.

During the 2026 Annual General Meeting of the Nigerian Association of Master Mariners (NAMM), Captain Olugbemiga Abidoye, a former Executive Director of the Nigerian Ports Authority (NPA), emphasized the urgency of the situation. He pointed out that while many countries are already developing and testing Maritime Autonomous Surface Ships (MASS), Nigeria is lagging behind in its preparations. He noted that the country has not yet made necessary amendments to its maritime legislation to facilitate the transition to ports that can accommodate autonomous vessels.

Captain Abidoye warned that with only six years left before the deadline, Nigeria must take immediate action. He stated, “Legislative amendments can take years, communication systems can take years to procure and integrate, while inter-agency procedures require consultation, training and testing.” He stressed that the focus should be on demonstrating safety outcomes rather than merely investing in new equipment.

Echoing these sentiments, Captain Ihenach Ebubeogu, a former General Manager of Marine and Operations at the NPA, highlighted the need for a comprehensive approach to modernizing Nigeria's ports. He urged the government to bridge the gap between technological advancements and necessary infrastructure upgrades. This includes integrating terminal digitalization, robotic cargo-handling systems, and workforce development to ensure that port operations are efficient and seamless.

The MASS Code, adopted as a voluntary framework at the 111th session of the Maritime Safety Committee, signifies a historic shift in maritime law. As countries worldwide prepare for this change, Nigeria's maritime authorities are urged to take proactive measures to avoid being left behind in this global transition. The call for action comes at a critical time, as the maritime industry moves towards a universally standardized framework that promises to enhance safety and efficiency in shipping operations.
