PenCom collaborates with Lagos government to resolve pension delays for retirees
The National Pension Commission is in talks with Lagos State to address pension benefit delays for retirees.

The National Pension Commission (PenCom) has initiated discussions with the Lagos State Government and the Lagos State Pension Commission (LASPEC) to tackle ongoing issues related to delayed pension increases and wage awards for retirees enrolled in the Contributory Pension Scheme (CPS). This move comes in response to growing concerns voiced by pensioners in Lagos regarding the sluggish implementation of approved adjustments to their retirement benefits.
The intervention was prompted by a recent protest organized by members of the Nigeria Union of Pensioners and other CPS beneficiaries, who gathered at the Lagos House and the state House of Assembly in Ikeja. The demonstrators were demanding the timely implementation of pension increases, wage awards, and the settlement of outstanding arrears. Tensions escalated during the protest when police reportedly used tear gas to disperse the crowd.
In a statement released on Monday, PenCom acknowledged the financial significance of ensuring that retirees receive all benefits they are entitled to and recognized the frustrations stemming from delays in pension adjustments. The commission emphasized its commitment to addressing these concerns, stating, "PenCom recognizes the importance of ensuring that retirees receive all benefits legitimately due to them and appreciates the concerns arising from delays in the implementation of any approved pension adjustments."
PenCom further elaborated that it is actively engaging with the Lagos State Government and LASPEC to discuss the administration of pensions under the CPS. The focus of these discussions includes extending appropriate adjustments to eligible retirees. However, the commission has not provided a specific timeline for when these adjustments will be reflected in the retirees' benefits.
The process of implementing pension increases under the CPS is complex and involves several steps. According to PenCom, these steps include identifying eligible retirees, determining the applicable increases, calculating the actuarial liabilities that arise from these changes, and assessing the necessary funding requirements. Additionally, relevant data must be provided to Pension Fund Administrators and other pension operators tasked with executing these adjustments.
PenCom reiterated that resolving these issues will require collaboration among various stakeholders, including the state government, LASPEC, Pension Fund Administrators, and representatives of the pensioners. The commission is dedicated to working towards a transparent and sustainable resolution of the matter.
Moreover, PenCom reaffirmed its responsibility to safeguard the interests of workers and retirees who participate in the pension system. The commission will continue to exercise its regulatory and supervisory powers to ensure that pension obligations are fulfilled in accordance with existing laws. Under the CPS, retirement benefits are funded through contributions accumulated in individual Retirement Savings Accounts, which are managed by licensed Pension Fund Administrators, while PenCom oversees the regulation and supervision of the pension industry. The timely payment of pension liabilities and the implementation of benefit adjustments by state governments participating in the scheme largely depend on their adherence to funding obligations.
