The UK government has established a crucial requirement for anyone wishing to start a food business in the country: registration with the local authority is mandatory before any trading can commence. This regulation applies universally, regardless of the business model, including home kitchens, mobile food vans, and market stalls.

According to guidance released on the official GOV.UK website, this registration is essential for any entity involved in selling, cooking, storing, handling, preparing, or distributing food. The requirement emphasizes that the location of the business determines where the registration must occur, not merely the owner's residential address. This means that even charities and community groups engaged in food distribution may need to register, depending on their specific activities.

Once registration is completed, food business owners must adhere to a comprehensive list of responsibilities to ensure compliance with food safety regulations. These obligations include maintaining food safety at all times, training staff in proper hygiene practices, and implementing a food safety management system. Additionally, businesses are required to manage risks associated with food allergies, chemical hazards, and microbiological dangers in ready-to-eat food.

Accurate labeling, advertising, and marketing of food products are also mandated, prohibiting misleading information regarding ingredients, quality, or production methods. Furthermore, business owners must maintain traceability records, documenting every supplier and customer interaction. In cases where a food product is deemed unsafe, businesses must be prepared to withdraw or recall the product, report the incident, and inform the public of the reasons behind such actions.

The use of approved food additives is strictly regulated, with limits on the quantities that can be used. Owners are advised to verify if they need to seek regulated product authorization before employing certain ingredients or processes.

After registration and the commencement of trading, food businesses will be subject to regular inspections to ensure adherence to food safety laws. Each inspection results in a food hygiene rating, which reflects the business's compliance level. In Wales and Northern Ireland, it is legally required to display the hygiene rating sticker in a visible location for customers. In England, while displaying the rating remains voluntary, the inspection process is uniformly enforced across all regions.

This initiative by the UK government aims to enhance food safety standards and protect consumers, ensuring that all food businesses operate within the legal framework established for public health and safety.
